I GENUINELY can't get how you are all able to just overlook that.
I said as much on Discord but my assumption is that the price for the new Zelda in this case is largely 'cuz it'll be on a larger capacity Switch card than BotW was. Nintendo likes to keep prices similar between digital and physical and a number of indies that went physical did see higher digital prices on Switch 'cuz of that.
This policy is also why so many physical third party Switch compilations resort to the ever-so-fun "You have to download most of the compilation" thing in international markets.

One of my friends at work is the person who does our ratings submissions. I asked him and he says it has to be as close to the final release as possible. Which makes sense, because it's not just about the game's script, it's also about what's visible on-screen at any given time. There is an addendum process that can be "voluntary or punitive" (his words) depending on how development is lining up with the release date, but you generally try to be as complete/final as possible before submission.I actually have no idea, how complete does a game have to be to submit to the ratings system? I assume they can't just submit a translated script and that's enough, but does it require an essentially release-ready copy of the game?

It's possible they were waiting to release it until they had some idea of Prime 4's dev schedule, as you'd want to release the first game so as to drum up interest, but not so far ahead as to let that interest lose steam.
