I’m pretty certain this movie is the shambling corpse of the Roger Rabbit sequel that sat in development hell for years and years.I still don't get who this is even for. This whole premise with Shrek 2/Family Guy-esque meta reference humor is something I'd expect more from a Bonkers movie (obvious issues with him being a police cop in his standalone cartoon aside) than the Rescue Rangers.
The sheer level of "synergy" is enough to make you sick, even if it is ostensibly iconoclastic. It's not, of course. It's Disney. They let this all happen.
I watched a review that pointed out that if Roger Rabbit was an allegorical parable for the segregation of Hollywood, and the interstates intentionally carving up minority communities in LA/the US, then the allegories in this movie suggests that human trafficking is analogous to intellectual property theft.
