Unless I'm mistaken, you don't have a Cultist in South America; you have a Serpent Man there. Did you want to move a Serpent Man and Cultist from South America, or a Wizard and a Cultist from South Atlantic?

That's 1 Pain and 2 Kills. I use Hastur's Vengeance ability to assign the kills to the Wizard, Serpent Man, and 1 Moonbeast, and assign the 2 Pains to 2 Moonbeasts.
