This is true, but given that we barely know anything about his career prior to CA:TWS apart from flashbacks here and there, I think it's reasonable for him to have been the Winter Soldier both before and after receiving some of the serum stolen from Howard.I think the other Winter Soldiers were made with the serum that Bucky took after killing Howard. He was already The Winter Soldier at that point.

I was surprised they introduced her since I think of her more with the Hasslehoff style Fury and not at all with the Sam Jackson Fury.Oh, is that who it was? I very much doubt it when the vehicles for saying that are little kids who idolize him. The scene where the kids get caught playing with the shield is supposed to be the counter to all the things Isaiah Bradley was saying with regards to America's dark past.
