That's Tigerella Ty Tygerson the Tigress of Tanzania. She really really wanted to have a nice short memorable name like "Tigress" or "Tiger" but there's literally dozens of preestablished characters with every common variant and she doesn't even turn into a tiger or own cat ears. Basically the comic equivalent of being named Xx_TigerFan6347_xX which as a real bit of deep cut trivia was her AOL handle as shone in one issue.

Can't recall if this was one of the other contenders or not.

Oh, hey! That's Rainbow Man! I made him up and my dad and Stephen DeStefano put him into an issue of Hero Hotline as part of the night crew. (DeStefano's rendering of the character was much better than my elementary-school level artwork.)

Fun fact: Lady Lift Legs here was modeled after a woman who was married to Chris Claremont at the time of writing, but who'd filed a restraining order by the time it went to print. You can see her hair clipping through that metal helmet because they had to hastily obscure her face.

So apparently that is from an unofficial foreign bootleg comic that's supposed to be about Young Sheldon but a lot of things seem to have gotten lost in translation (like the catchphrase on the shirt). But I have absolutely no idea where the eyepatch came from.

Now who is this character who seems to be OK with endangering children?
