I had to do some digging to find this but apparently that character is called Bottom Bunny. He appeared in a short-lived series of S&M themed adult comics.

Sadly, that's The Doctor. Specifically, the 4th Doctor. Remember when there was that Marvel Zombies thing and they somehow tied in an Evil Dead crossover? Eventually they got to Doctor Who too.

That's Bob Kane's original Batman design, before Bill Finger cleaned it up. DC is really scraping the bottom of the barrel for Elseworld ideas, I must say.

That's the Quite Fearsome Foursome - a team of British superheroes.

In the upper right is Sir Thomas Tweed, a member of British nobility (you can tell by the monocle) who decided that he wanted to create and lead a superhero team. He used his family's vast wealth to fund scientific research into methods to give people superpowers and mostly succeeded but burnt through a lot of the money and wasn't able to empower more than a few people.

He gained the power to stretch out his body and the press dubbed him Sir Stretch.

In the upper left is Tweed's Cockney chauffeur and mechanic, Roderick, who gained the power to surround himself with fire (that oddly enough doesn't burn clothing) and was given the codename "Hot Roddy".

On the lower left is Stuart Stone - a friend of Thomas's from Oxford who was a star athlete on the rowing team. The experiments gave him enhanced strength and covered most of his body in a durable rock-like substance - except for his head. He wears a helmet in order to protect his head (and face since he's quite vain). Even with his powers he can still be a bit of a coward which is why he uses a gun and is seen here standing behind the final member. His codename is Stonestreet.

And finally on the lower right is Thomas's second wife, Felicity. The experiments didn't work out so well on her - she only gained the ability to turn her left leg and anything on it transparent below the mid thigh, resistance to cold environments (handy to have in England) and a casual disregard for danger and normal social mores (hence her clothing). Her codename is Fearsome Felicity.

Now is this just Caesar Rodney again or is it someone else? The outfit looks similar but the colors are different and this person doesn't have a shield.

So I had to look this (all the way) up but this character is All-Leg-Ra. She attacks with super-powerful long-range kicks. She moves around by super jumping and has a flexible spine to absorb the shock generated when landing.

Now who's this big, hip-thrusting fellow?

I think that's the Cathode Ray Conquistador (or Conquistador de Rayos Catódicos as he was called in Spanish). He was a Spanish TV star who tried to move to the US to increase his fame but ran into racial barriers and typecasting. He turned to crime and vigilantism against Hollywood as payback. At best he was a Robin Hood-type character but at his worst he was an out and out criminal. From time to time he was either a partner of or a rival to The Caped Camerator. But that is a pretty modern looking design / picture. Was this from some kind of new retro throwback comic or something like that?

Oh. I never knew that RHPS had a comic adaptation. Rocky sure looks a lot different from the movie version (which is the one that I'm most familiar with).

JWTS this is the best retcon of a stupid 90s design and someone should use it for real.

That's from Carol Danver's brief stint as Iron Woman. I was never sure who the boy was though.
I mean, he's Kevin, duh. (Kevin Keene, the gay dude they added to Archie comics to make them more progressive. Which is related to his facial expression when all of this is happening, mind you. Carol is very much Not His Type.)

I don't remember the brunette in the background, though.

At the risk of being That Guy, that’s not actually a character in the strict sense. It’s the combination headquarters/vehicle of the League of Microscopic Villains. You can see the League’s logo on its “chest”: the M is on the inside, cut off by the crossed “leg,” and the two arms of the V are on either side of the M. You can see the various doors, windows, and access panels all over its “body.”
