Why that's John Glover! A fictionalized version of that really charming actor perhaps best known as Donald Clamp in Ghostbusters 2, in the world of comics he ran into Stan Lee and had a conversation that lead to him trying to adapt his name into a very literal supervillain gimmick.

Oh, that’s just Caesar Rodney, signer of the U.S. Declaration of Independence and member of the Continental Congress from Delaware. I guess that picture must be from some kind of educational comic book. The illustrator got Rodney’s distinctive fashion sense down pretty much exactly.

That's Crossbreeze. Causes strong winds to blow in whichever direction she angles her upper lip. Pretty minor character except for that time she killed the main villain of some big Event thing.

Oh, there's been some confusion, here, Elvira is more of a comedic host character than a superhero, though she's had her share of adventures to be sure.
I don't know why people always get them mixed up but that is actually a character called Bayr Minima. She has that name because her costume is the bare minimum required to avoid violating the Comics Code. She would fight criminals by blocking their only exit and they wouldn't dare try to move her for fear that she would become exposed which would violate the Comics Code and cause the comic they were in to be cancelled (she was a very meta character). She has the required secondary power of high resistance to environmental cold but oddly enough that didn't extend to her lower legs and the sides of her neck.

Now I think you might be asking about the bat but there's a very good explanation for that. It's a little known fact that bats are attracted to cleavage but it tends to disorient them when they get close which is why bats often get entangled in women's hair. That happened to Bayr once and after she untangled the bat (which like many things in her comics was done off panel) she decided to keep it as a pet.

Bayr Minima was a reboot of a pre-code character named Bayr Nakkid who was more powerful the less clothing she wore. The earlier character was an inspiration for Go Nakai's Kekko Kamen character.

I feel so dumb for forgetting this but now I think I remember. Elvira dressed up as Bayr M. once while doing a tribute to classic comic characters. They even had a whole gag about it in their crossover comic.
