Seems like a scuzzy, cynical policy to me imo. A lot of people that aren’t plugged into GAMERNEWS aren’t going to unwrap their copies, or figure out there’s something wrong with the game until they start playing the game themselves until after Christmas. So that 21st date is utterly worthless to most people, and is more about manipulating optics than actually helping.Xbox and Best Buy are now offering refunds (even on opened physical copies) until the 21st.

It depends on where you are. Parts of the city are crawling with people and cars, others not so much. It's mentioned in the game that the population of Night City is in decline, losing something like 30% since 2070. There appear to be housing developments that are half-finished or otherwise unused on the outskirts of town.
That video is right in the heart of the city, though, so I'm not sure why it's so barren. There's an NPC density setting on PC, which might explain it.
