Am I going crazy, or did Youtube implement a shitty motion smoothing filter on everything in the past month or so? At least on the app it seems like whenever a video does a panning shot it's 60 fps with terrible frame pacing regardless of the fps of the rest of the video.

No, but I have noticed that Youtube seems to have horrible slowdown/stutter problems on a lot of videos now.
