The Simpsons Arcade?
Yep. I mean, sort of. Note this game is just called the Simpsons and "The Simpsons Arcade" is an unrelated one player beat-em-up but based on the clues, I'm going to assume you meant the 1991 game. And if I didn't people would be beating around the bush forever.

1) Some rando bear (I guess maybe to remind us of the bears from the Call of the Simpsons) and giant Krusty balloon are game bosse.
2) The game was in likely development shortly after season two begun (I think the wrestler boss is a reference from "Bart the Daredevil"). Weirdly, season one villain Sideshow Bob makes a cameo but that's it.
3) In the dreamland stage, one enemy is little devil Barts, who also appear over characters when they die.
4) for some reason... Smithers is just throwin' bombs.
5) And robbing a jewelry store. Like not a museum, just a jewelry store where presumably he could have purchased the diamond. Even in the humbler days of season 1 the dude was cartoonishly wealthy.
