1. There are a limited number of enemies in the game.
2. Some of them have weapons, but for the most part you fight unarmed.
3. The protagonist has... interesting ways of getting from place to place.
4. The game is a mix of several different genres.
5. Aside from this game, the developers are probably best known for rebooting an influential horror franchise.
6. Has possibly the silliest fake money name I've ever seen in a video game
7. The game has a cliffhanger ending that never got resolved because whoops, there was never a sequel
8. The villain has two different names
9. Magic snowboarding!
10. Those are definitely not chocobos
11. Combat plays like a fairly complex beat-em-up
12. The protagonist's mission is to rescue their brother, while also finding a way back to Earth from the weird alternate dimension they're trapped in
13. The villain is the protagonist's long-lost dad. (you learn this in the opening minutes of the game so it's not really a spoiler)
14. Your combat effectiveness is directly tied to how fashionable you are
15. You'll find yourself playing soccer a lot
16. Only ever released on the PS2
17. One of your main tools is a magic boomerang that you can eventually aim manually to hit switches and stuff. Can't use it in combat though
18. There's sort of a town-building element to the game; by defeating enemies and converting them back into their original peaceful forms, they'll return to the hub village and open up shops and such
19. There's magic, but you only use it for non-combat purposes - primarily for healing, turning defeated enemies back into villagers, and opening up pathways
20. The protagonist's name is in the title of the game

Okay I gotta admit this one has been so hard I resorted to a lot of Googling, which even still proved difficult, until I finally stumbled onto what I'm sure is the right answer after adding the werewolf thing:
Kya: Dark Lineage

If people wanna keep going without google please do...

Yes, Kirin got it!

1. There are a limited number of enemies in the game.
There's somewhere around 250 enemies or so, not counting the few bosses that are in the game.

2. Some of them have weapons, but for the most part you fight unarmed.
Some of them get guns! You don't.

3. The protagonist has... interesting ways of getting from place to place.
The game takes place on a series of floating islands, and sometimes you have to skydive to get to new ones. You also ride wind currents to traverse areas a fair bit, and you can get to various islands from the hub village by taking wind tunnels.

4. The game is a mix of several different genres.
It's a platformer for the most part, but there are some stealth segments, and combat plays kind of like a character action game based entirely around melee attacks.

5. Aside from this game, the developers are probably best known for rebooting an influential horror franchise.
Eden Games, who made the 2008 Alone in the Dark reboot.

6. Has possibly the silliest fake money name I've ever seen in a video game
The game's currency is called Nooties.

7. The game has a cliffhanger ending that never got resolved because whoops, there was never a sequel
I don't think this game sold very well, so whatever plans the developers might have had for a sequel never got off the ground.

8. The villain has two different names
He calls himself Brazul, but on Earth his name was just Alan.

9. Magic snowboarding!
The game calls it the Magic Board, but it's literally just a magic snowboard that you sometimes have to use to get to new areas.

10. Those are definitely not chocobos
They're called Jamguts.

11. Combat plays like a fairly complex beat-em-up
Gameplay stuff

12. The protagonist's mission is to rescue their brother, while also finding a way back to Earth from the weird alternate dimension they're trapped in
13. The villain is the protagonist's long-lost dad. (you learn this in the opening minutes of the game so it's not really a spoiler)

Plot stuff

14. Your combat effectiveness is directly tied to how fashionable you are
You can find/buy magic bracelets that give you new moves.

15. You'll find yourself playing soccer a lot
Sometimes you have to kick around bombs or local fauna for puzzle-solving purposes.

16. Only ever released on the PS2
Never re-released on anything, sadly.

More gameplay stuff

20. The protagonist's name is in the title of the game
Sure is!

21. The main enemies you fight are various types of werewolves
They're called Wolfen but like, they're werewolves.

I didn't think this game was so obscure! But you're up, Kirin.
