Yeah, like has been said, the subject of April's originally intended race has been a matter of debate...even between the original creators!

So I don't think it's accurate to say that April was whitewashed - merely that the depiction of her race has fluctuated over the years.
Baxter, however, was absolutely whitewashed when he appeared in the 1987 cartoon. I think every version of him that followed has depicted him as closer to his original appearance, though. And based on his casting for Mutant Mayhem it seems they're keeping with that.
