I wasn't a fan of Shinkiro in his SNK days, but he's really impressive now. He's kept his style but improved his range hugely. Also Haggar is great and needs to be in Street Fighter.
 
He's tough on crime, which usually has bad results, but his innovative policy of personally catching violent offenders in the act and clobbering them on the spot is much more effective and humane than what most mayors are even willing to consider.

Then you add muscles, suspenders
And a big friendly mustache
