I have a question for Mega Man fans. Why did this series mostly die out when Capcom is doing good stuff with a lot of their big properties lately?

That's a question we ask all the time.

More pragmatically speaking, though, COVID affected the company's workflow in a big way, and they reallocated resources to focus on getting big stuff like RE remakes out the door at the expense of timeliness for other projects.

Or are you speaking of Legends specifically?

I’m talking about the series as a whole. Mega Man 11 came out and seemed to do okay, then right back to Nothing.

Not quite nothing; we did get Mega Man X DiVE, which got retooled/rebalanced into Mega Man X DiVE Offline, and Mega Man Battle Network Legacy Collection.

The latter has been doing gangbusters, but even that was delayed significantly due to COVID (I believe the target was the anniversary, back in 2001) and having to divide their efforts. As mentioned before, I think some of the key developers were having to split their time between it and Resident Evil, with the latter taking priority.

There's also been a project or two that have been unannounced, though their status is currently unknown. Hopefully we'll hear something within the next month.
