Well there's what's-her-butt from Xenoblade Chronicles 2. Sword lady. (ie, a lady who comes out of a sword, not a lady who wields swords)

Speaking of Xeno, there's also KOS-MOS version 4 from Xenosaga III. But really you can't go wrong with either version of KOS-MOS.

Though honestly it's hard at this point to top shuttlecock dress....

Deception IV is full of stupid fashion disasters. Series was already pretty revealing with the outfit designs of some of the main ladies, but on PSone it was generally grounded, with female NPCs usually dressed sensibly. Speaking of Valentines, Jill Valentine in Resident Evil 3 may seem positively restrained compared to a lot of characters, but keep in mind: she is a trained special forces agent who knew a zombie apocalypse was due any day now and decided this is the outfit she wanted to wear to escape a zombie-filled city

As a thought exercise, I wondered if there are any male characters whose outfits are goofy in an at-all-comparable way...needlessly skimpy, with silly armor placement and tight fabrics and all that, and likely not even appropriate to the character's personality or profession...and I could only think of three examples off the top of my head.

...and all three of 'em are from Vagrant Story...

Jade from Beyond Good & Evil
Sniper Wolf (second battle)
Olga Gurlukovich (camo fatigues, Plant chapter)
Female armor in general in the Fallout games (No seriously, the Bethesda era Fallout games are generally really good about keeping armor for the ladies practical)
