Maybe that was a rule for the contest. They had the powers and weaknesses laid out Iron Chef-style, and the designers had to build around them. Plant Man just happened to win the "shield" competition, Knight Man won "boomerangs," Centaur Man won "time stop."

In fairness, a number of these show up in other games and are weak to other weapons in those instances. If anything, it's probably a luckier coincidence (for Wily) that most Robot Masters in a batch aren't especially weak to the rest.

My favorite is in Mega Man 2, though -- all the Robot Masters are supposed to be immune to the Time Stopper through some sort of device Wily equipped them with, but Quick Man's was defective. More amusing is that he's also pretty weak to one of the slowest weapons in the game.

I'm mostly going by the Mega Man wiki, which says about half of them were stolen and modded (which I also recall from the manual for 8).
