I fucking hated that throw mechanic, but that's probably because I was a kid, didn't own an SNES, and couldn't reliably perform it at my buddy's house. I do remember playing through it about a decade ago and not really having a problem with it, so ymmv.
The camera throw is really stylish, but I find the Tex Avery-inspired arm throw where you beat a member of the Foot clan against the ground to be more practical and effective. It's hard to do on the Super NES, but happens all the time in Hyperstone Heist for the Genesis.

Yeah the ground-smash throw is the key to crowd control in the SNES game, and I always have a hard time triggering it effectively. The screen-throw is always toward + Y, but I'm not sure what the exact recipe for the smash throw is.

I always liked the "comic colors" mode in SNES turtles in time, which turned the four turts the same colors as their Playmates action figures.

The GBA game based on the "TMNT" CG movie was done by the same dev team at Ubisoft who later went on to develop Scott Pilgrim and, eventually, Shredder's Revenge, so there's certainly some worthwhile material to explore there!

As I recall, the slam is basically set up just like the screen throw, only you don't press a direction when hitting the attack button.

As for Turtles in Time, I love both versions; they have their pluses and minuses, but I'm hard-pressed to label one as "better," necessarily.

Frankly, I'd love some sort of definitive edition that just manages to mash in EVERYTHING great about both, and all the content.

Hit once, enemy buckles, step into them and hit attack with no direction held. Voila, slam attack.

Ah, that'd explain why it's hard for me to do consistently. My thumb wants to keep holding the d-pad I step into the enemy, so I usually end up doing the screen throw instead.

Yeah, Konami's press release said so. No mention of Limited Run Games or anything like that, so it seems they might be self-publishing.

This comes out on the 30th and I'm not sure what platform I want to play it on. Xbox would be great for local co-op and online play, Switch has portability. Hmmmmmm.

It does, it just seems like online services never work quite as well and the Joycons hurt my hands while an Xbox controller feels good. I get an astounding amount of connection errors on Switch across various games.

I was in a similar dilemma but decided on Switch for portability, but I'll double dip for a PC copy for longevity when it hits a major sale.

(and while nothing can be done for the Switch's online services, may I recommend a SN30 Pro2 for your controller woes?)

Oh, I have a Pro controller that I use for single player stuff, but for multiplayer we'd have to use Joycons. You've also reminded me we bought an 8bitdo controller really early on in the Switch life cycle and I think we lent it to someone and never got it back...
 
I'm not going to say it makes the game GOOD, but removing slowdown and flicker from TMNT NES is such a better experience. Rewind helps ease the shittier parts.

The "strategy guide" content is super cool. Patterned to look Nintendo Power-ish and I really did use the maps to navigate.

Yeah, I mean, to me that seems it wouldn't be that much of an additional lift, but I also admit I don't know about the finer points of Digital Eclipse's NES emulation engine (but Kohler said on a recent Retronauts that they had to add VRC4 support for this collection, so maybe it's not as feature rich as I might have thought earlier).
