Not with p links. Those refer to post IDs, which can be in any thread. If you have a link with t=123, that's much easier.

There is not, unless you have server-level access.

It seems like transforming an old p link might not be the easiest feature to implement, but if it does ever come that would be nice. It'd be a way to create new links to the old archives too, instead of just linking to a page.
