That's Umbra. She's a character from a recent D&D comic. She's an umber hulk that was polymorphed into a human but kept her umber hulk eyes. After being turned into a human she also became a shadow sorcerer.

And is this also the same character? And if it is then does his vehicle also have a name?

I can't remember what that scepter was or why he wanted it but I think it didn't matter because the X-Men arrived and forced him to abandon it and retreat.

The one in the first panel is the anthropomorphic personification of the '60s. The second one is named Ushanka; she was mostly a clichéd Eastern Bloc femme fatale, but her trademark move was pulling whatever she needed at the moment out of her giant hat.

That’s Cable, whose power suit only works when it’s plugged in to several extension cords. They claimed they discontinued that character after the threat of a lawsuit from Marvel over a similarly-named hero, but I always suspected they just ran out of ideas for adventures that he could have within ten feet of an outlet.

That's just a well-done drawing of someone's character from an early MMO where you got the best stats by wearing a bunch of random, mismatched equipment.

Oh no, that's The Blue Balletier, mid-sweeping graceful jump. One of those gimmick characters trying to draw in new markets like when you see someone whose whole deal is owning a skateboard. Like uh... you know... help me out here?

That’s Ollie Bail, alias Darkslide, and Purple perfectly summed up his whole deal. He wasn’t a member of any of the X teams, or even a mutant; the “X” on his costume just stands for “X-TREME.” The ‘90s strike again.

Speaking of character designs from particular points in history, I know I remember this character from the ‘80s, but their name just isn’t coming to mind.
