Beneath A Steel Sky, and maybe its sequel Beyond A Steel Sky (though that might be more of a straight sci-fi Utopia criticism thingy).

I vaguely remember it being mentioned when these two were put on Steam, but I at least forgot: Beneath A Steel Sky is free on Steam.

There is also the excellent 2064: Read Only Memories, which, I think, plays in the same universe.

Shadowrun: Dragonfall is excellent. Its well worth anyone's time if they like cyberpunk. I have not played Shadowrun: Hong Kong yet. But its on my list of games to play.
Dragonfall is the better RPG, the better "visual novel", and the better X-COM ("this should not be a genre" and Jagged Alliance 2 does that far, far better anyway). But Hong Kong at its best, wildly inconsistent as its writing is, has the better cyberpunk, even though it's essentially all contained to the conversations with Racter, Gaichu and (fulfilling the punk part at least, and much better than Dietrich) Gobbet. Your character's relationship with Qiu (in the "bonus" campaign) is also damn compelling.

I'm currently getting ready to embark on a playthrough of the entire Shadowrun series (minus the untranslated Mega CD visual novel), and I'm really looking to forward to Dragonfall and Hong Kong.

I really wish Shadowrun Sega CD would get a translation, but I feel like it's so niche that it's unlikely.

Me too. I remember hearing about a fan-endeavor to get it translated but unfortunately it seems defunct. I haven't heard anything about that in years.

I just finished Cloudpunk and I can happily recommend it. The gameplay isn't much more than driving from location to location but the visuals and music is fantastic and are cyberpunk to a tee. The game also doesn't make you do anything you don't want to do. But, I certainly was rewarded by the conversations I had with random people across the map. It was a nice, relatively short, jaunt.

I'm dying to play through Cloudpunk. The whole idea of just wandering around that city seems like a relaxing nightly activity I can really get down with.

Not a completely cyberpunk games, but the Nar Shaddaa parts of The Old Republic definitely has a cyberpunk vibe, visually if nothing else. I especially like the flickering hologram trees decorating the streets.

It's a little late, but I can absolutely vouch for Brigador both from a cyberpunk perspective and a good game perspective. GREAT LEADER IS DEAD. SOLO NOBRE MUST FALL. WELCOME, BRIGADOR.

It has a setting where everyone is issued yellow raincoats so that state security forces can see you when combat breaks out in residential districts. It is especially bleak cyberpunk.

Satellite Reign is a modern take on Syndicate which was an early PC cyberpunk game. Think small squad RTS in a cyberpunk dystopian city. I played it over the Winter Holidays and quite enjoyed it.

I went to look this up and discovered I already own it. So funny when that happens. I'll have to check it out!

Syndicate is NOT a modern take on Syndicate (at least not in anything but name-only), but it is pretty fun if you have three friends to play with. It's also dirt cheap now.
