I mean, it could be anyone or anything under the faceless chrome. It could be a robot. It could be a bunch of dogs piled on top of each other. It could be a snake! With the hood you at least know you're getting the personalized service only a human being can provide.

But more seriously though I had never, until this moment, realized that the helmet-and-mask outfit is probably intended to highlight the total anonymity of Cobra and how it crushes individualism even up to its Commander. The hood sets him apart, the helmet makes him one of the whole.

Oh, absolutely agreed, from when I was a kid.

Though as I've gotten older, I've come to appreciate that a hood might be more comfortable and therefore more appropriate in a more casual setting, whereas the mirrored faceplate is a better fit for intimidating underlings, conducting business dealings with similarly chrome-faced weapons dealers, and striking fear into the hearts of the leaders of the world.

The hood is the slippers to the helmet's combat boots.

No way Battle Armor CC doesn't piss/shit himself trying to get to that thing off at when he's got to go.

Especially when the shoulders imply that he wears that... body vest? Bodysuit? Over the arm/upper body armor, but then he wears the leg and lower body armor over the suit, so there's multiple layers of armor and clothing he needs to take off when he has to go. Starting with the metal codpiece.

To protect their leader in the heat of battle, the best technical minds of Destro's armament factory created a special suit of body armor that combines flexible bullet-proof polymer fabrics with beryllium steel plate components. The entire suit is air-conditioned, solvent-resistant and ray-shielded. The helmet is fitted with an integral commo-system, internal read-outs for environmental quality and a miniaturized computer display.

"At least we don't have to worry about Cobra outfitting whole units with these suits. Each one costs as much as a jet fighter! The plate parts can withstand a direct hit from a heavy machine-gun and the flexible parts will stop anything up to a .357 magnum. We suspect that the helmet has an anti-tamper device with a direct hook-up to a half-pound of plastic explosive!"

Mirror-head Cobra Commander is cooler, and executioner hood Cobra Commander is slightly more practical for everyday stuff, and dopey armor Cobra Commander is probably the most likely to not get killed in direct combat.

But I feel like none of Cobra Commander's incarnations can really compare to Serpentor, the guy who temporarily usurped his position as head of Cobra.
