I looked it up and it kinda blows my mind that the Three Jokers thing was teased as long as... FIVE years ago, back in Darkseid War. And they still haven't done anything with it. What a dumb story.
I'm ready for minority-bats. Honestly, I just like any not!Bruce bats. I hope it lasts longer and is more successful than the time Commissioner Gordon was Batman. It's gonna be one of the Foxes, right? It's funny to me that DC Comics seems to have forgotten that both Batwing is a thing, and also that Duke Thomas (and Harper Row for that matter) got unceremoniously orphaned as concepts despite both having very interesting and promising introductions.

Bruce has hung up the cowl a bunch of times; it's always been a gimmick to have Dick or someone else temporarily fill Batman's shoes for a while so they can introduce some impossible new villain or whatever that temp!Batman isn't able to handle (usually after a long and very good run leading up to this anticlimax). I'd be more hopeful about this broader second continuity they're going to create ala Marvel's old Ultimate line, but DC's the one that screwed up rewriting their continuity repeatedly to begin with.
Also, I put odds on ATT nee DC killing most if not all of the POC centered stuff within a year, because they're obviously not chasing Black Panther's success at this point and time.

Pretty sure Gotham already has the death penalty. None of the criminals Batman fights are ever sentenced to it because they go to Arkham instead, which is an asylum rather than a prison.
Batman believes in the justice system, and if the justice system says a dude must die, then so be it.
I don't think believing in the justice system and Batman's vigilantism are necessarily mutually exclusive. Batman believes in the ideal of that system and of the law, but he knows that system, in Gotham at least, has been corrupted. He is a fan of the rules, but knows that people are cheating at the game.
There's also the matter that the kinds of things Batman has to deal with on a regular basis are waaaayyyy outside of the police's pay grade, and that him doing what he does saves cops and bystanders of having to deal with those threats. There's a defund the police narrative to Batman that I'm waiting for someone to write.

I can't think of any Batman comics that have actually referenced the death penalty existing.
Only having 2-3 hours to tell a single story is going to greatly limit the kinds of stories you can tell; that was hopefully going to be the draw of the DC TV stuff, the longer serial format lets you do more direct comic adaptations. Or, if you're a Berlanti production, you just spin your wheels endlessly while hitting your leads with an idiot bat.
Plus, it being that DC is a comic book universe, it’s not like the death penalty would work for any length of time.
I have definitely seen Batman media about "[insert villain from Batman's past] being sentenced to death, and Batman not trusting this will be the end of [insert villain from Batman's past] and wanting to see his execution with his own eyes, and wouldn't you know it his gang springs them at the last second."

As someone who generally prefers dark and brooding bats over campy silver age bats, give me T-Rex Batman over the Batman Who Laughs any day.
I mean, what makes it great is that Dinosaur Batman is still depicted as a grim dark monster.
